Historic Week in Washington: Serbia Opens U.S. Strategic Dialogue and Moves Toward the Artemis Program

Serbian Foreign Minister Marko Đurić will sign an agreement with NASA tomorrow on behalf of the Republic of Serbia, enabling Serbian institutions and companies to participate in space exploration

Serbia and the United States are entering a new phase in their bilateral relationship with the launch of a formal Strategic Dialogue. During the Serbian delegation’s visit to Washington, officials also announced plans for Serbia to join the Artemis space program through cooperation agreements with NASA.

Serbian Foreign Minister Marko Đurić announced on July 14, 2026, that the United States had decided to open the Strategic Dialogue with Serbia. The inaugural session is scheduled for July 17 in Washington, D.C., at the invitation of U.S. Secretary of State Marco Rubio.

One day later, Đurić announced agreements that are expected to give Serbian scientists, companies, and institutions an opportunity to participate in one of the world’s most advanced space exploration programs.

Strategic Dialogue Opens a New Chapter

Serbian officials have described the launch of the Strategic Dialogue as one of the most important diplomatic developments in relations between Belgrade and Washington in recent years.

Speaking to Serbia’s public broadcaster RTS, Đurić called it “one of the most important pieces of news in recent years” and a historic moment in relations between Serbia and the United States.

According to Đurić, the decision shows that Washington now views Serbia as a strategic partner and a friendly country. He said the development was the result of years of diplomatic work supported by Serbian President Aleksandar Vučić.

Đurić also said Serbia was entering a level of institutional cooperation with the United States that, in his assessment, even the former Yugoslavia had not achieved.

Cooperation With NASA and the Artemis Program

A major new element of the Serbian delegation’s visit to Washington is the announced cooperation with NASA.

Đurić said that, in addition to opening the Strategic Dialogue, Serbia was “writing the history of Serbian science” by preparing to join the Artemis space program through cooperation agreements with the U.S. space agency.

According to him, the new framework is expected to open opportunities for Serbian scientists, companies, and institutions to participate in advanced space exploration programs.

Đurić acknowledged that Serbia does not have its own national space program and has not previously participated in space exploration as a state. However, he emphasized that Serbian science has produced important figures and has historical links to the development of space programs.

He mentioned Nikola Tesla, Milutin Milanković, and David Vujić, whom he described as one of the pioneers of the Apollo mission. Vujić was part of the so-called “Serbian Seven,” a group of engineers and technicians who contributed to NASA’s program that led to the Moon landing.

Space Exploration for Peaceful Purposes

The Serbian foreign minister announced that he would sign an agreement with NASA on behalf of the Republic of Serbia. The agreement is intended to enable Serbian institutions and companies to become involved in space exploration.

Đurić said Serbia was committed to the peaceful exploration of space and respect for international law.

In his assessment, the agreement should create a more favorable framework for Serbia’s scientific and technological development. He added that it also carries symbolic and political significance because it is being announced within the Strategic Dialogue, which he described as a historic step forward in Serbia–U.S. relations.

A Long Road to Institutional Dialogue

The Strategic Dialogue is the result of several years of gradually expanding cooperation between the two countries.

An important foundation was established on September 18, 2024, when U.S. State Department Under Secretary Jose W. Fernandez and Foreign Minister Marko Đurić signed the Agreement on Strategic Cooperation in Energy.

The agreement envisioned stronger U.S. investment in Serbia’s energy sector, the development of clean energy projects, and greater transparency in public procurement.

Preparations for the broader Strategic Dialogue accelerated during 2025. In August, Đurić met with Rubio in Washington, where the two sides agreed in principle to establish the dialogue.

One month later, President Aleksandar Vučić and Rubio continued their discussions on the sidelines of the United Nations General Assembly. The talks included possible U.S. participation in EXPO 2027 in Belgrade.

By early 2026, a political agreement had largely been reached. However, the formal launch was delayed while several outstanding issues, particularly those involving energy and sanctions, were addressed.

What Will the Strategic Dialogue Cover?

The Strategic Dialogue is intended to serve as a permanent institutional mechanism for regular consultations between Serbia and the United States on matters of shared interest.

It is not a single diplomatic meeting. Instead, it establishes a framework involving political and expert-level meetings, working groups, defined objectives, and procedures for monitoring implementation.

The format does not represent a military alliance. It also does not require Serbia to abandon its policy of military neutrality or fully align its foreign policy with that of the United States.

Expected areas of discussion include energy security, infrastructure, economic cooperation, trade, emerging technologies, the defense industry, science, education, exchanges involving students and researchers, and regional issues.

The inaugural session is expected to establish the dialogue’s organizational structure, form working groups, and identify the first priority projects.

Potential Benefits for Science, the Economy, and Serbia’s International Position

Representatives of several Serbian ministries are expected to participate in the first session. These include officials responsible for energy, defense, education, science, and technological development.

Serbian officials expect the Strategic Dialogue to strengthen the country’s international position, create more favorable conditions for foreign investment, and support domestic economic and technological development.

Đurić compared the initiative with Serbia’s European Union accession negotiations, describing it as “America’s cluster for Serbia.”

President Aleksandar Vučić also welcomed the decision. He expressed hope that the new framework would facilitate discussions on sensitive issues, including possible U.S. tariffs connected to Russian energy imports and the future of Serbia’s oil company NIS.

Washington Conference and the Next Stage of the Visit

Đurić also announced that he would participate in a conference on political violence organized by Secretary of State Marco Rubio.

According to the information he presented, ministers from approximately 60 countries were expected to attend.

Đurić emphasized that Serbia’s program would continue after the conference with the opening of the Strategic Dialogue on Friday, July 17.

“This is truly a major week for Serbia here in Washington,” Đurić concluded.

Opening a New Chapter

The launch of the Strategic Dialogue and the announced cooperation with NASA represent two connected elements of the new framework for Serbia–U.S. relations.

While the dialogue is intended to establish permanent institutional cooperation across several fields, the planned NASA agreements could create opportunities for Serbian scientists, institutions, and companies to participate more directly in international space exploration programs.

The inaugural session in Washington is expected to provide the first indication of how the new mechanism will operate and which projects will become the initial priorities of the two countries.
