Serbia and the United States have launched their first Strategic Dialogue, establishing an institutional framework for stronger political, economic, energy, security, scientific, and educational cooperation. Serbian Foreign Minister Marko Đurić and U.S. Secretary of State Marco Rubio led the inaugural dialogue in Washington, D.C., on July 17.
The launch took place as the two countries marked 145 years of diplomatic relations. According to their joint statement, the Strategic Dialogue reflects a shared goal of strengthening the partnership and increasing bilateral cooperation to promote peace, security, and prosperity.
Đurić: Serbia and the United States Are Opening a New Chapter
Đurić described the establishment of the Strategic Dialogue as a historic turning point in Serbian-American relations. He said it was a step toward restoring bilateral ties to a level worthy of two countries that were allies in both world wars. 
“History has connected us, and the future calls on us to make that cooperation even stronger. Today, we are not only opening a new format of political dialogue—we are opening a new chapter in relations between Serbia and the United States,” Đurić said.
He expressed particular gratitude to Secretary Rubio and the State Department leadership for what he described as their vision and political will to recognize Serbia not only as a strategic partner but also as a reliable ally.
Đurić noted that the inaugural round was taking place during the administration of President Donald Trump. According to the Serbian foreign minister, the two countries share similar views on several major international issues, including national sovereignty, economic development, and energy security.
Energy Agreement and the Djerdap III Project
Serbia and the United States signed a Memorandum of Understanding on energy infrastructure and regional energy security.
The United States welcomed Serbia’s preliminary decision to proceed with the Djerdap III, or Iron Gate III, hydropower project. It is the first project identified under the two countries’ Intergovernmental Agreement on Energy.
The joint statement described the project as a major investment in regional energy infrastructure and a step toward a more energy-independent Serbia.
The two countries also welcomed the announcement of a $50 million loan guarantee from the Export-Import Bank of the United States for Telekom Srbija Group. The financing will support the rollout of Serbia’s 5G network using trusted suppliers, enhancing the security and reliability of the country’s communications systems.
Defense Cooperation, Equipment Purchases, and Demining
Serbia and the United States reaffirmed their joint commitment to maintaining regional peace and security. They also pledged to increase the tempo of military-to-military engagement.
The joint statement highlighted 20 years of close cooperation between the Serbian Armed Forces and the Ohio National Guard under the State Partnership Program.
Serbia has requested to purchase U.S. defense articles. According to the joint statement, the equipment will increase interoperability between the two countries’ armed forces and build on the relationships developed through bilateral and multilateral exercises and joint peacekeeping missions.
The State Department also announced that it had obligated $1.5 million for continued cooperation on civilian demining, including the removal of landmines and unexploded ordnance.
The United States expressed its deep condolences over the death in June of a Serbian peacekeeper serving in the United Nations Interim Force in Lebanon.
Serbia Joins the Artemis Accords
The United States welcomed Serbia’s decision to sign the Artemis Accords.
The accords are a set of principles for transparent, safe, and responsible civil space exploration and use. Serbia’s participation will enable the two countries to expand peaceful cooperation in deep space by sharing knowledge and scientific data.
According to the Serbian Foreign Ministry, joining the initiative makes Serbia part of a global effort focused on peaceful space exploration and the development of advanced technologies.
Serbia to Contribute $300,000 Annually to the Fulbright Program
The two countries signed a Memorandum of Understanding on cost-sharing for the Fulbright Program.
Serbia committed to contributing $300,000 annually to support the expansion of the historic exchange program. The funding will create additional opportunities for leading American and Serbian scholars and students to teach and conduct research for the benefit of both countries.
Đurić said the Strategic Dialogue would provide regular, continuous, and structured communication at the highest level. He added that it would serve as a platform for deeper cooperation in foreign policy, security, energy, trade, investment, science, education, innovation, and advanced technologies.
United States Reaffirms Participation in EXPO 2027
The United States reiterated its commitment to participate in Belgrade’s EXPO 2027.
The commitment was formalized during the May 2026 visit of Under Secretary for Public Diplomacy Sarah Rogers. The joint statement described EXPO 2027 as a historic event and the first Specialized Exposition to be held in the Western Balkans.
The United States also welcomed Serbia’s willingness to consider joining the Best Practices for the Washington Principles on Nazi-Confiscated Art.
Serbia announced its intention to deepen its relationship and engagement with the United States by opening new consulates in Miami and San Francisco.

Đurić said successful partnerships are not built through a single meeting, but through trust, consistency, and the ability to deliver concrete results together.
